Why is he listed as a reliever?

It's weird to think of Bumgarner as a reliever, but there are lots of incredible pitchers (Tom Glavine, Luis Tiant, Ron Guidry, and David Cone come to mind) pitching out of the bullpen in Eternal Baseball simply because of the incredible talent on every team's pitching staff. For San Francisco specifically, there are 18 pitchers on their 40-man roster and NINE of them are Hall of Famers. If you rank them by their peak ERA (best three consecutive years averaged) it looks like this: Mathewson (1.50), Romo (1.85), Keefe (2.14), Marichal (2.27), Beck (2.13), Welch (2.29), Barnes (2.46), McGinnity (2.19), Ames (2.27), Perry (2.51), Hubbell (2.15), Minton (2.40), Marquard (2.52), Lavelle (2.52), Rusie (2.65), Antonelli (2.81), Lincecum (2.83), and Bumgarner (2.88).
Bumgarner actually earns a bullpen slot over a trio of pitchers with lower peak ERAs (Rusie/Antonelli/Lincecum) based on his superior K/BB ratio and the need to get another left-hander in the pen besides Gary Lavelle.

Does that mean an outfielder could be listed as an infielder? In my opinion, if Bumgarner, a starting pitcher doesn't make the cut for this list, leave him off entirely. Furthermore, I don't believe the criteria should be the Hall of Fame.

It's hard to look at someone in the Baseball Hall of Fame and say they're not good enough for Eternal Baseball. There are plenty of Hall of Famers on inactive rosters in EB, but it's exciting to consider quality like that as an option when someone is struggling. Manny Machado got off to a BRUTAL start this season for Baltimore, so they "called up" Brooks Robinson. I agree that is sounds ridiculous to say "Madison Bumgarner - reliever" but the Giants are pulling talent from 138 years of competition, so Bumgarner being the eighth-best pitcher (based on peak performance) in Giants history is not an insult. And as I recall, Giants fans were pretty excited about his last relief appearance:
